Not if they're very drunk. Someone who can't stand, speak clearly or understand what's happening can't give real consent, and in most US states that's the law, not just a rule of thumb. If you're not sure how drunk she is, the answer is to wait. A real yes is a sober yes. If she's into you, she'll still be into you tomorrow.
